EU advances clean hydrogen strategy with new emissions methodology

The European Commission has adopted a greenhouse gas (GHG) emissions methodology for low-carbon hydrogen and fuels, as outlined in the Hydrogen and Gas Market Directive. This new methodology complements the existing ones for renewable hydrogen and renewable fuels of non-biological origin (RFNBOs), thereby completing the EU’s regulatory framework for hydrogen.

To qualify as low-carbon, hydrogen and related fuels must achieve at least a 70% reduction in GHG emissions compared to unabated fossil fuels. The methodology clarifies that low-carbon hydrogen can be produced through various means, including from natural gas combined with CCUS, as well as from low-carbon electricity sources.

Following its adoption, the act will now be submitted to the European Parliament and the Council, which will have two months to examine the proposal and either approve or reject it.
