The Estonian Government has approved a bill granting the first building permit for the construction of an up to 1.4 GW offshore wind project, located off the west coast of Saaremaa, Estonia. The 50-year permit, which is the country’s first offshore wind building permit, will be granted to Saare Wind Energy. It will allow the company to apply for a building permit from Estonia’s Consumer Protection and Technical Regulatory Authority (CPTRA) and an environmental permit for special water use from the Environmental Board. The project will feature up to 100 turbines and could start producing renewable energy in the early 2030s.
In 2023, wind represented over 13% of Estonia’s installed capacity with 408 MW (100% onshore) and 12% of its power mix. The development of wind is a main priority for the country, with several offshore projects in development. Estonia plans to reach 100% renewable energy in power generation in 2030, as well as to reach carbon neutrality by 2035.
