Eskom (South Africa) launches a tender to plug short-term power gap

South Africa's national power utility Eskom has published a Request for Proposals (RfP) enquiry to buy surplus electricity from existing power generation plants or projects due to be commissioned by the end of 2020 at the latest. Power purchase agreements would last a maximum period of 3 years. Only facilities with at least 5 MW of capacity can bid, until 30 April 2020.

Earlier in March 2020, the National Energy Regulator of South Africa (NERSA) issued two invitations to comment on the procurement by the Department of Mineral Resources and Energy (DMRE) of nearly 2 GW of new power capacity. As agreed in the Integrated Resource Plan (IRP) for Electricity 2019 – 2030 (released in October 2019), South Africa's DMRE is seeking to procure 2,000 MW of technology-neutral power capacity over the 2019-2022 period, in order to reduce the risk of load shedding and the extensive use of diesel-fired peaking power units.

Eskom, which accounts for more than 90% of South Africa's power generation, is struggling to ensure power supply due to defaults at its coal-fired power plants and is facing a ZAR 450bn (US$25bn) debt.
