Ocean Winds, the 50:50 offshore wind joint venture of ENGIE and Portugal’s EDP Renewables, has achieved two significant milestones in advancing offshore wind capacity in France: the completion of turbine installation and full commissioning of its 500 MW EMYN offshore wind project, along with the initial electricity generation from the 30 MW EFGL pilot floating wind park (ENGIE press release, 04/05/2026).
Developed and operated by Ocean Winds in collaboration with Sumitomo Corporation, Allianz, Banque des Territoires, and Vendée Énergie, the Yeu and Noirmoutier Islands offshore wind park (EMYN) becomes the joint venture’s first offshore wind project in France to reach full operational status. The site, located off the coast of Vendée, consists of 61 fixed-bottom turbines with a total installed capacity of 500 MW, producing renewable electricity equivalent to the yearly consumption of around 800,000 people.
At the same time, Éoliennes Flottantes du Golfe du Lion (EFGL), a 30 MW pilot project located offshore Port-la-Nouvelle (Occitanie), has delivered its first megawatt-hours to the French power grid, marking a key step toward full commissioning expected in the coming weeks. “Comprising three 10 MW turbines installed on floating foundations, EFGL demonstrates the technological maturity of floating offshore wind and its ability to adapt to the specific conditions of deep offshore environments. Once fully operational, the wind park will generate nearly 110,000 MWh per year, equivalent to the annual electricity consumption of around 50,000 people”, according to the press release.
In France, the partnership between ENGIE and EDP holds majority stakes in four offshore wind projects at various stages of development, representing a combined capacity of 1.3 GW. In addition to the EMYN and EFGL projects mentioned above, the joint venture is developing:
- EMDT – Dieppe Le Tréport: an approximately 500 MW fixed-bottom offshore wind park currently under construction, with first electricity expected by the end of 2026.
- EFLO – Éoliennes Flottantes d’Occitanie: a 250 MW floating offshore wind project in the Mediterranean, awarded in late 2024 and currently under development.
As part of its third Multiannual Energy Programme (PPE 3) announced last February, France targets an additional 15 GW of offshore wind capacity by 2035, including 5 GW already awarded, and aims to reach 45 GW by 2050 (KEI, 07/04/2026).
