Egypt grants golden licences to 1.8 GW of new onshore wind capacity

The Egyptian Cabinet has granted golden licences to Shadwan Wind Power and Shokeir Wind Energy for two 900 MW wind projects in the Red Sea Governorate and the Gulf of Suez, Egypt (Business Today Egypt, 28/10/2026). The two licences cover 1.8 GW of wind capacity in total.

The 900 MW Shadwan wind project is planned for development at Ras Shokeir, in the Red Sea Governorate. The licence covers its development, construction, management, operation and maintenance. Its electricity will be supplied to the Egyptian Electricity Transmission Company (EETC), and its completion date is set by the end of March 2028.

The 900 MW Shokeir wind project is located in the Gulf of Suez; it is planned for development under a build-own-operate (BOO) model. Its electricity will be sold to the Egyptian Electricity Transmission Company (EETC), and its completion date is November 2028.

Egypt's updated NDC (2023) brought forward to 2030 the country's objective to reach 42% of the power mix (instead of 2035 in the previous NDC and in the 2035 Integrated Sustainable Energy strategy of 2016); 25% would be from solar, 14% from wind, and 2% from hydropower. Most of the new capacity is expected to be delivered by the private sector (Enerdata's Global Energy Research).
