Egypt and Rosatom move forward on 4.8 GW El-Dabaa nuclear plant

Egypt and Russia’s state-owned Rosatom have signed a nuclear fuel purchase order and a comprehensive cooperation agreement for the 4.8 GW El-Dabaa Nuclear Power Plant, currently under construction in Egypt (Egypt’s Nuclear Power Plants Authority press release, 19/11/2025).

The signings took place during a high-profile ceremony for the installation of the Reactor Pressure Vessel (RPV) for Unit 1, attended by Russia’s President Vladimir Putin and Egyptian President Abdel Fattah el-Sisi.

  • El-Dabaa will be Egypt’s first nuclear power plant and the first in Africa since South Africa’s Koeberg, built nearly 40 years ago. The project will consist of four VVER-1200 units, each with a capacity of 1.2 GW.
  • The reactor pressure vessel, manufactured by Rosatom, has a design service life of 60 years, with a potential extension up to 80 years.

In July 2025, Egypt and Russia signed a supplementary protocol to their existing intergovernmental agreement on nuclear cooperation, aimed at accelerating the construction and operation of nuclear power plants in Egypt, including the El-Dabaa project (KEI, 11/07/2025).
