EDF’s plans for two 1.7 GW reactors challenged after court ruling (France)

The administrative court of Lyon (France) has cancelled modifications to urban planning documents that would have allowed the construction of two new nuclear reactors on EDF’s Bugey site, considering in particular that environmental impacts had not been sufficiently taken into account (Court’s decision, 11/12/2025).

The site had been opened to urban development through these two procedures in order to enable the installation of two new EPR2 pressurized water reactors, each with a capacity of 1.7 GW. Four existing nuclear reactors of 900 MW each are already in operation on the site, where project owners EDF and RTE plan to build the two new units by 2040.

For its part, EDF states in a press release that the ruling of the Lyon court “does not question the EPR2 construction project at Bugey (…) nor its timeline.” The company adds that “the various procedures required to carry out the project, including those for updating urban planning documents, will be based on an environmental impact assessment (…). These procedures will also involve several public and local authority consultations and will therefore make it possible to integrate the expectations of stakeholders in the area.”
