The project company Duqm Refinery and Petrochemical Industries Company, a joint venture (JV) between the Oman Oil Company (OOC) and Kuwait Petroleum International (KPI), has issued a notice to proceed for the contractors of the three engineering, procurement and construction (EPC) packages for the development of the Duqm refinery in the Al-Wusta Governorate of Oman. The contractors include in particular a JV of Técnicas Reunidas and Daewoo Engineering & Construction Company, a JV of Petrofac International and Samsung Engineering and a JV comprising Saipem and CB&I.
Once completed in late 2021 or early 2022 (construction works are expected to last 42 months following the notice to proceed), the US$7.5bn refinery is expected to have a capacity of 230,000 bbl/d. The facilities include the refinery, a 80 km pipeline and a crude storage facility. The crude will be delivered mostly from Kuwait, with Kuwait Oil expected to provide at least 65% of the refinery supplies.
