Dominion Energy has submitted an application for approval with the Virginia State Corporation Commission (United States) to build the 2.6 GW Coastal Virginia offshore wind (CVOW) project. As part of the filing, the company is also seeking authorisation to build approximately 17 miles (27 km) of new transmission lines and other onshore infrastructure needed to deliver the energy generated offshore across Virginia. The project represents an investment of US$9.8bn. In May 2020, Dominion Energy selected Siemens Gamesa Renewable Energy to supply 14 MW offshore wind turbines; the order is subject to some conditions, including final investment decision (FID), governmental permitting, and other required approvals, and the number of turbines to be deployed will depend on project site conditions. Dominion Energy submitted its Construction and Operations Plan (COP) to the BOEM in December 2020 and submitted an updated COP in June 2021. The project is expected to enter construction as early as in 2024 and to be commissioned in 2026.
The country aims to deploy 30 GW of offshore wind by 2030 and to permit at least 25 GW of onshore renewable energy by 2025.
