Dangote starts construction of a 700 kb/d oil refinery in Lamu (Kenya)

Dangote Petroleum Refinery and Petrochemicals has launched the construction of the Dangote East Africa oil refinery in Mokowe, Lamu County, Kenya (Kenyan government press release, 30/09/2026). The USD16bn project is expected to process about 700 kb/d (about 256 mb/year) of crude oil sourced from Kenya, regional producers and international suppliers, and supply refined petroleum products to Kenya and other markets across East Africa. The project is expected to be completed in 40 months (in early 2030) and to include a 1 GW power plant, with approximately half of the output intended for the Kenyan grid, along with fertiliser and chemical manufacturing facilities.

The refinery is expected to produce fuels and petrochemical products, including polypropylene, and forms part of a broader industrial development planned around the Lamu site. The Kenyan government also announced its intention to invest in the project through the National Infrastructure Fund.

According to Enerdata’s Global Energy Research, Kenya imports all its oil products (5.2 Mt in 2024, 4% more than the previous year and more than twice its 2010 oil product imports) since the closure of the Mombasa refinery in 2013.
