Cox invests USD3bn for storage, solar, LNG and water projects in El Salvador

The Spanish water and energy group Cox has signed an agreement with the Salvadorian government for a USD2.9bn investment programme in water and energy infrastructure across the country (Cox press release, 14/10/2026). The agreement covers three energy-related partnerships for the development of:

  • Energy storage: grid-connected battery systems with an estimated initial capacity of 440-500 MWh, expandable to 1 GWh.
  • Solar PV: two solar PV plants to be developed with the Lempa River Hydroelectric Executive Commission (CEL), with an estimated initial capacity of 200 MW, expandable to 400 MW.
  • Gas: an LNG regasification terminal and a combined-cycle power plant of about 380 MW.

Under the agreement, which also includes measures to improve water and sanitation management, Cox is expected to structure project financing for the energy projects, taking also the responsibility for the development, construction, operation and maintenance of the assets. Works are planned over the next three years. The projects remain subject to approvals from the relevant authorities.
