Côte d'Ivoire's NDC 3.0 targets 33% unconditional cut in GHG emissions by 2035

Côte d’Ivoire has released its Nationally Determined Contribution (NDC) 3.0 for the 2031-2035 period (UNFCCC, 28/10/2025). The country commits to unconditionally reduce its greenhouse gas (GHG) emissions by 33% in 2035 compared to a BAU scenario and by 74% with international support. Emissions are expected to increase by 42% between 2022 and 2035 under the BAU scenario, but to decline by 74% under the  unconditional trajectory and by 33% under the conditional trajectory, as the LULUCF (Land use, land-use change, and forestry) sector is expected to become a carbon sink. 

To reach its unconditional target by 2035, the country aims to raise to 46% the share of renewables in its installed capacity (38% in 2023, according to Enerdata’s Global Energy & CO2 Data), achieve a 12% share of electric vehicles in total car imports and 60% of Euro-VI compliant car imports by 2035, and to improve energy efficiency in industry (30% cut in energy intensity in industry by 2035). It also aims to increase forested areas by 1.5 million hectares. Unconditional measures are expected to cost USD10.6bn (including USD10.1bn for attenuation) and conditional ones USD48.2bn (with USD16.9bn for attenuation).

Between 2014 and 2023, gross GHG emissions (excluding LULUCF) increased by 39% (+3.7%/year) to 32,9 MtCO2eq. In 2023, net GHG emissions (with LULUCF) reached 58.9 MtCO2eq, due to deforestation, accounting for 44% of the total, according to Enerdata’s Global Energy & CO2 Data.

Previously, in 2022, the country's NDC committed to reduce its emissions by 99% in 2030 compared to BAU with international support, including 30% unconditionally and by 69% with international support.
