China’s Jiangsu Province unveils 27.3 GW offshore solar development plan

China’s Jiangsu Provincial Government has launched an offshore solar development plan (2025-2030), which aims to expand the region's coastal solar capacity with 60 projects totalling 27.3 GW. The plan targets 10 GW of installed offshore solar capacity by 2027 and between 15 GW and 20 GW by 2030. The rest of the capacity is expected to be installed after 2030.

Specifically, the plan aims for the development of 33 offshore PV projects in Nantong (11.44 GW), 13 projects in Lianyungang (5.35 GW), and 14 projects in Yancheng (10.46 GW).

In November 2024, China Energy Investment Corporation (CEIC or CHN Energy) connected to the grid a 1 GW offshore floating solar power project located off Dongying, in China’s Shandong Province. The power plant is touted by CHN Energy as the largest of its kind in the world.

Solar power capacity in China soared by 55% in 2023 to nearly 610 GW. The Chinese Government has committed to build 1,200 GW of renewables capacity by 2030. The country plans to achieve peak emissions by 2030 and carbon neutrality by 2060.
