China will cut import tariffs for coal to zero

The Chinese Ministry of Finance will cut import tariffs for all types of coal to zero from 1 May 2022 until 31 March 2023. Import tariffs for thermal currently stand between 3% and 6%. Tariff rates for Indonesian coal imports are already at zero. The country became a net importer of coal in 2009 and net imports have been increasing rapidly since 2015, reaching 327 Mt in 2021 (+7%/year), as rising demand is boosting imports (+6.6% to 323 Mt in 2021) and cutting exports (-18% to 5.4 Mt in 2021).

After a moderate growth between 2017 and 2020 (+0.8%/year), coal consumption jumped by +4.6% in 2021, reaching 4.1 Gt. The power industry is the largest consuming sector of coal with 66% of the national consumption, followed by industry (25%).
