China’s State Council has unveiled an action plan for energy conservation and carbon reduction for 2024-2025. The plan notably aims at reducing energy consumption by approximately 2.5% and CO2 intensity (i.e., CO2 emissions per unit of GDP) by around 3.9% in 2024. In addition, the proportion of non-fossil energy consumption should reach around 18.9% in 2024 and 20% in 2025.
According to the plan, the energy intensity (energy consumption per unit of added value) of industrial enterprises above a designated size must be reduced by around 3.5% in 2024. Moreover, both in 2024 and 2025, the plan expects that energy conservation and carbon reduction transformations in key sectors and industries will result in a reduction of around 50 Mt of standard coal and a decrease in emissions by around 130 MtCO2.
China aims to reach peak carbon emissions by 2030 and attain carbon neutrality by 2060.
