Half-way from its target of 58 GW of nuclear power capacity in 2020, China is mulling implementing population consulting phase ahead of a nuclear power project development.
The country published a draft law that would impose project developers to seek the consent of local stakeholders before going ahead with new projects in an attempt to reduce local oppositions and convince the public about the safety of nuclear power. They will be required to assess the impact of a nuclear project on social stability and solicit public opinion through hearings or announcements. These provisions should improve information disclosure and allow people get involved in the construction and supervision of nuclear projects.
Following the Fukushima accident in 2011, China froze the approval of new nuclear projects until October 2012 and adopted a new national nuclear safety regime for new reactors. But the 13th Five-year Plan aims to reboot nuclear development and foresees growth in nuclear capacity to 58 GW by 2020, from the current 30 GW (September 2016). Another 20 GW of nuclear power projects are currently under construction.
