Chad aims to reduce its net GHG emissions by 1.7% below business-as-usual (BAU) levels by 2035 using national resources, and by 21.2% with international support (Chad’s NDC 3.0, 05/10/2026). Under the BAU scenario, national GHG emissions are projected to rise steadily throughout the projection period, increasing from 93,801 ktCO₂eq in 2022 to 131,839 ktCO₂eq by 2035, representing an increase of approximately 41%.
With international support, total estimated emissions reductions are expected to reach 28,010 ktCO₂eq (21.2%) in 2035 (only 2,252 ktCO2eq unconditional). They would come primarily from LULUCF, with 21,732 ktCO₂eq in additional conditional reductions, followed by energy (4,064 ktCO₂eq in total), industrial processes (1,357 ktCO₂eq), agriculture (555 ktCO₂eq) and waste (302 ktCO₂eq).
According to the document, agriculture accounted for the majority of total GHG emissions in 2022, at 92%, due to cattle breeding and N2O emissions from agricultural soils, while the energy sector represented 4% of total emissions.
On the energy supply side, the document sets out several conditional actions, including:
- The commissioning of a new 210 MW natural gas-fired power plant to replace more emissions-intensive generation assets and the installation of around 60 MW of biomass-fired CHP plants.
- The development of 340 MW of hydropower plants connected to the national grid and of 10 MW of small offgrid hydropower plants.
- The development of 100 MW of large-scale solar PV plants connected to the national grid (compared with 20 MW of PV capacity supplying small isolated grids as an unconditional action).
- The development of 250 MW of grid-connected solar PV plants equipped with storage, enabling 24-hour supply and of small hybrid solar-diesel grids (150 MW).
- The development of 50 MW of onshore wind farms equipped with storage, enabling 24-hour supply.
- The production of 800 t/year of biogas from municipal waste.
In its previous update, NDC 2.0, Chad committed to reducing emissions through a target divided between an unconditional reduction of 0.5% and a conditional reduction of 18.8%.
