The Mexican Commission Federal de Electricidad (CFE) has awarded Iberdrola the development of the 850 MW Noreste gas-fired CCGT power plant in Escobedo (Nuevo León state); CFE had opened the bidding process in August 2014.
The project will be developed under the independent power producer scheme: Iberdrola will be in charge of the construction, operation and maintenance of the power plant, as well as being the owner of the facility. The company will invest US$374m to US$400m in the project, initially estimated by the CFE at US$1,473m. The plant will be equipped with two gas turbines and a steam turbine from Mitsubishi Hitachi Power Systems (MHPS), while the boilers will be supplied by Foster Wheeler. Construction will start in early 2016 and the project is due to be commissioned in July 2018. Iberdrola will sell all of the energy produced by this facility to the Mexican Federal Electricity Commission (CFE) under the terms of a 25-year contract with fixed capacity charges.
The CFE had also received proposals from AES, Enel, Union Fenosa (Gas Natural Fenosa) and from consortia of Abeinsa-Abener, GDF Suez Mexico-Sojitz, and KEPCO-Daelim.
