Cenal Elektrik submits applications for 1 GW coal-fired power plant in Türkiye

Cenal Elektrik Üretim, a joint venture of Cengiz Holding and Alarko Holding, has submitted an application to the Turkish Ministry of Environment, Urbanization and Climate Change to expand its 1,320 MW Cenal coal-fired power plant in Biga, Çanakkale (north-western Turkey) with a new 1,050 MW coal-fired power unit that could generate 7.8 TWh/year, raising fierce local opposition.

The existing 1.3 GW power plant secured a production licence in 2013 and currently generates 9.9 TWh/year. Environmental groups have already challenged this power plant, leading the Council of State to cancel the positive environmental impact assessment (EIA) decision in late 2018. However, the project continued to burn imported coal, arguing that the Council of State failed to issue a stay of execution, and a new positive EIA was granted in 2019. 

The Energy Market Regulatory Authority (EPDK) has accepted the request to add a third unit and to increase the production license by 1,050 MW, on the condition that the project receives EIA approval.
