The Romanian state-owned energy group Complexului Energetic Oltenia (CE Oltenia) has launched a tender for the construction of a 475 MW CCGT power plant at its 660 MW Turceni lignite-fired power plant in south-western Romania. The worth €410m project is led by CCCG Turceni, which includes the Oltenia Energy Complex and Tinmar Energy, and covers design, engineering, procurement, execution of works, commissioning and long-term maintenance services. Bids are open until 29 May 2025 and the new CCGT unit should be completed within 36 months.
Created in 2013 from the merger of several power plants (Craiova, Rovinari, and Turceni) with the mining company SNLO, CE Oltenia is the third largest power generation company in Romania with a capacity of 3.2 GW of lignite-fired power plants. CE Oltenia planned to shut down all its lignite-fired capacity by 2025 and to build 1.4 GW of gas-fired capacities and 300 MW of solar. However, two lignite-fired power plants were recently allowed to operate as technical reserve until 2026. According to the Romanian power transmission system operator Transelectrica, lignite could be eliminated as of 2026 thanks to conversions to gas (such as CE Oltenia's Ișalnița and Turceni conversion projects) and to new power interconnection projects.
