Canada's NEB delays decision on C$5.1bn oil pipeline project

The National Energy Board (NEB), Canada's energy regulator, will delay its final decision on the proposed Trans Mountain crude oil pipeline project by seven months due to changes in the project's route, after Trans Mountain Pipeline asked to modify a 4 km section (tunnelling through Burnaby Mountain). The change will postpone the NEB's decision from 2 July 2015 to 25 January 2016.

Kinder Morgan had filed a Facilities Application in December 2013 to twin its existing light crude oil and refined product pipeline from Edmonton, Alberta, and Burnaby, British Columbia. The project, worth C$5.4bn (US$5bn), will increase capacity on Trans Mountain from approximately 300,000 bbl/d to 890,000 bbl/d. The expansion was expected to be operational in late 2017 but may be delayed.
