The Cambodian Government has launched its “National Energy Efficiency Policy 2022-2030” which contains measures to reduce energy consumption by boosting energy efficiency. The policy sets a national target for the reduction of total energy consumption (thermal and electrical) by at least 19% by 2030, from nearly 90 TWh expected under a business-as-usual scenario to just above 72 TWh.
Specific targets are set for every energy consumption sector: for example, the reduction target is set at 34% for the residential sector and 5% for the transport sector.
The government plans to use fiscal and non-fiscal incentives, dedicated funds for energy efficiency, carbon finance instruments, green bonds along with international climate and clean energy funds to finance energy efficiency measures. It will also set up a monitoring and evaluation system and a data management system.
Cambodia’s electricity consumption has increased rapidly in the past decade, from 2.3 TWh in 2010 to 11.7 TWh in 2021.
