Call for tender for 15 HV lines and 8 substations in Brazil

Aneel, the Brazilian federal power regulator, has announced a bid round for 8 transmission concessions in 11 Brazilian states and 8 sub-stations. The auction will offer 4,445 km of transmission lines with a combined capacity of 1.94 GVA and a total investment of about R$4.3bn (US$2.1bn). Two of the lines will link the 11.2 GW Belo Monte hydroelectric plant in the Amazon to the national power grid.

Under Aneel guidelines, the deadline for the completion of works must vary between 22 and 36 months with concession contracts lasting 30 years and annual revenue generated from each concession cannot exceed R$476m. Aneel has excluded Eletronorte, Chesf and Furnas from bidding for operating rights at the auction after the Eletrobras subsidiaries breached a 180-day delay limit on previous transmission works. The utilities may participate as minority stakeholders in a consortium.

The bid round will take place on 5 December 2012.
