California (US) will procure 10.6 GW of capacity, including 7.6 GW of offshore wind

The California Public Utilities Commission (CPUC) has greenlighted a plan directing the Department of Water Resources (DWR) to acquire up to 10.6 GW of centralised electrical resources with long lead times. This procurement program includes up to 7.6 GW of offshore wind, 1 GW of geothermal energy, 1 GW of multi-day long-duration energy storage, and 1 GW of long-duration energy storage with a discharge period of at least 12 hours. Deliveries are expected to start between 2031 and 2037. The document sets a tentative schedule of solicitations, asking DWR to conduct two rounds of solicitations for long-duration energy storage and geothermal, beginning in 2026, and three rounds of solicitations for offshore wind beginning in 2027. The decision reflects California's commitment to generate 100% clean energy by 2045, targeting 25 GW of floating offshore wind by this date.
