The federal government of Brazil is considering creating a national operator of the gas market, on the model of the national power system operator Operador Nacional do Sistema Elétrico (ONS).
The proposal is part of a series of reforms to prepare the Brazilian market to the withdrawal of oil and gas giant Petrobras from the gas sector. The group almost holds a monopoly on gas production and transportation. Petrobras could sell its gas pipeline network and gas import terminals. The group doesn't plan to renew the existing gas import contract with Bolivia, that will expire in 2019. Brazil currently imports around 30 mcm/d (nearly 11 bcm/year) of gas from Bolivia and gas importers (gas distribution companies and large industries) will have to negotiate directly with the Bolivian government, making the creation of gas system operator necessary.
Guidelines will be presented for consultation in late September 2016.
