Brazil has released its second Nationally Determined Contribution (NDC) to 2035, setting an economy-wide target of reducing its net greenhouse gas (GHG) emissions by 59 to 67% by 2035 compared to 2005 levels, which would correspond, in absolute terms, to an emission cut of 1.51 to 1.71 GtCO2eq, leading to an emission level of 1.05 to 0.85 GtCO2eq. Brazil also has a climate neutrality target by 2050. Brazil will focus on structuring the regulatory framework and implementing public policy instruments at the national level to reduce emissions from sectors that are difficult to abate, such as transport and industry. It will also seek to end deforestation.
In a second update of its NDC (October 2023), Brazil aimed to achieve a 49% cut in GHG emissions by 2025 and 53% by 2030, compared to 2005 levels.
Brazil's CO2 emissions from energy use increased by 3% in 2023 to 452 MtCO2, following a 3% decrease in 2022 and a 14% increase in 2021. Previously, they nearly doubled between 2000 (281 MtCO2) and 2014 (peak of 502 MtCO2) before falling by 3.9%/year until 2020 to 394 MtCO2.
