All EU MS except Denmark failed to transpose renewable directive by May 2025

The European Commission has decided to open infringement procedures by sending letters of formal notice to 26 Member States for failing to communicate to the European Commission the full transposition of the amending Directive (EU) 2023/2413 (RED III) into national law by 21 May 2025. The amended Directive aim to accelerate the deployment of renewables in all sectors of the economy (power sector, heating and cooling, buildings, transport and industry), by strengthening guarantees of origin and facilitating energy system integration through the promotion of electrification and renewable hydrogen. All MS are concerned, except for Denmark, which notified full transposition of the Directive by the legal deadline. The 26 MW will have two months to respond, complete their transposition, and notify their measures to the Commission, which may decide to issue a reasoned opinion.

The new renewable energy directive (October 2023) aims at increasing the share of renewables in the EU's final energy consumption to 42.5% by 2030, with an additional 2.5% indicative top-up for a target of 45%. This share reached 24.5% in 2023 (including 10.8% in transport, 26.2% for heating and cooling, and 45.3% for electricity). According to the EU Commission’s latest assessment of NECPs (May 2025), the share of renewables in final consumption could reach 41% in 2030 at EU level, which is below the target.
