Alberta introduces carbon tax bill (Canada)

The Canadian province of Alberta has presented its Climate Leadership Plan, which aims to formalise its ambitious climate change plan into law.

The bill would cap carbon emissions from oil sands to 100 Mt. It would introduce levies on transports and heating fuels, amend the Alberta Personal Income Tax Act to allow consumer carbon-levy rebates and set a new carbon price at C$20/t in 2017 and C$30/t in 2018. Small businesses would benefit from reduced taxes (small business taxes cut from the current 3% to 2%) to adjust to the carbon tax cost. Under the proposed bill, Alberta would create a new energy-efficiency agency.

In April 2016, the Alberta government announced that it expected to raise C$9.6bn (US$7.3bn) through carbon levies over the next five years. Proceeds from the carbon tax would be directed to actions to tackle climate change and to assistance to small businesses, First Nations and coal workers.
