The Government of Albania has released its Nationally Determined Contribution (NDC) 3.0, aiming to keep all domestic net greenhouse gas (GHG) emissions below 9.2 MtCO2eq by 2035 (UNFCCC, 16/09/2026). This target, which includes LULUCF (land use, land-use change and forestry) sector, would limit the increase in emissions to 17.4% by 2035 compared to 1990 levels. The NDC 3.0 would limit net GHG emissions to 10.2 MtCO2eq by 2030 (30% above their 1990 level).
Previously, in its updated first NDC (2022), the country committed to an unconditional 20.9% reduction in emissions by 2030 compared with a business-as-usual scenario, limiting net GHG emissions to 12 MtCO2eq by 2030.
Albania’s mitigation efforts mainly rely on expanding renewable energy, reducing fossil fuel use in transport and industry through fuel switching, improving energy efficiency in buildings, and promoting sustainable forest management. By 2035, the country aims to achieve a 66.7% share of renewable energy in final energy consumption, including 68.2% in transport, 147.3% in electricity, as renewable power generation is expected to exceed domestic electricity consumption and allow for surplus exports, and 28.6% in heating and cooling. Albania also targets a final energy consumption of 2.25 Mtoe in 2030 and 2.37 Mtoe in 2035.
