The Moroccan Agency for Sustainable Energy (Masen) has signed an agreement with a consortium led by Saudi project developer ACWA Power International to develop and operate a 170 MW solar PV complex, Noor PV-1, in Morocco.
The Noor PV-1 Programme will consist of three projects: 70 MW Noor Ouarzazate-4, 80 MW Noor Laayoune and 20 MW Noor Boudjour. Construction is expected to start in the first quarter of 2017 and should be completed within 12 months (commissioning in 2018). Masen has entered into a power purchase agreement (PPA) to off-take the output generated electricity and will also act as a shareholder together with ACWA Power in addition to sole lender. Power will be sold at a rate of MAD 4.6c/kWh (US$4.8c/kWh).
ACWA Power International is already active in Morocco. In February 2016, the group commissioned the first phase of the Noor solar power complex, the 160 MW Noor-1 CSP solar power plant. The company is also developing the Noor II and III solar CSP power projects, rated 200 MW and 150 MW respectively, that are estimated to cost more than US$2bn.
