ACWA Power, Gulf Investment Corporation (GIC) and the Ministry of Electricity, Water and Renewable Energy of Kuwait have signed an Energy Conversion and Water Purchase Agreement (ECWPA) to develop the US$4bn Az-Zour North Phase 2 & 3 project to meet utility demand in Kuwait.
The consortium led by the Kuwait Authority for Partnership Projects (60%), ACWA Power and GIC (combined 40% stake) plans to build a 2.7 GW CCGT power plant and a seawater reverse osmosis desalination facility, with construction carried out by an international and local consortium led by SEPCO-III. The project’s gas turbines will be supplied and serviced by GE Vernova, while ACWA will be responsible for the long-term operation and maintenance of the project throughout its 25-year term.
The project plans to use natural gas as the primary fuel source for power generation, with gasoil back-up. The Ministry of Electricity, Water and Renewable Energy plans to purchase the total power and water capacity from the facility. The power plant plans to integrate with existing utility infrastructure in southern Kuwait to reinforce national electricity and water security.
