German renewable energy developer ABO Energy has entered into a cooperation agreement with the City of Oulu in Finlan to move forward with plans for a green hydrogen production facility of up to 600 MW in northern Finland (Oulu city announcement, 01/09/2026). The agreement builds on a site reservation agreement signed by the two parties in 2025 and provides a framework for collaboration covering project development, land-use planning, and permitting.
The facility is planned for Oulu’s Pyyryväinen green transition zone and would be developed by ABO Energy’s Finnish subsidiary, ABO Energy Suomi. The project is expected to be implemented in two to three phases, ultimately providing up to 600 MW of electrolyser capacity. The company is also evaluating the potential production of synthetic methanol and sustainable aviation fuel (e-SAF) at the site.
According to ABO Energy, a final investment decision will be taken following additional technical and commercial assessments.
Oulu currently has the largest pipeline of planned clean hydrogen production projects in the Baltic Sea region. According to the statement, Finland benefits from some of the lowest electricity prices in Europe, while the Oulu region is the country’s largest area for renewable power generation.
