26 EU countries sign the European Wind Charter to boost offshore wind by 2030

A total of 26 EU countries - all except Hungary - have signed the European Wind Charter, which aims at supporting the development of the EU wind sector and is supported by more than 300 companies from the wind sector. The Charter is designed to align and rapidly implement the actions of the European Commission, Member States and stakeholders, while demonstrating a common and coordinated effort to improve the enabling conditions for the European wind industry. It aims to ensure a sufficient pipeline for wind development, improve wind auction design, ensure high qualitative standards in the wind sector, improve the predictability of demand and supply, contribute to a fair and competitive international environment, and scale up equipment manufacturing capacity in the EU.

In addition, 21 Member States have submitted voluntary and non-binding pledges on wind deployment in the next 3 years (over the 2024-2026 period), in line with the European Wind Power Action Plan adopted in October 2023. The Action Plan aims to accelerate wind development through increased predictability and faster permitting, by launching the “Accele-RES” initiative with Member States to ensure a rapid implementation of the revised EU renewable energy rules, and by preparing a Grids Action Plan that should be set up later in 2023. The Commission also aims to improve auction design, facilitate access to EU financing, ensure fair trade practices, promote skill academies, and work on an EU Wind Charter to improve the enabling conditions for the European wind industry to remain competitive. New measures are also set out specifically for the offshore sector, as Member States plan to add as much as 111 GW of offshore wind capacity by 2030. The Commission will seek to strengthen grid infrastructure and regional cooperation, accelerate permitting, ensure integrated Maritime Spatial Planning, strengthen resilience of infrastructure, sustain research and innovation, and develop supply chains and skills.
