1.5 GW Outer Dowsing Wind project receives UK development consent

The UK has granted development consent to the 1.5 GW Outer Dowsing offshore wind park off the east coast of England (UK Government press release, 10/02/2026). The project is being developed by TotalEnergies, Corio Generation, their affiliates, and Thailand's Gulf Development.

This consent allows the project to build and operate up to 100 turbines with associated infrastructure. Underground onshore cables will transmit power from the landfall site near Anderby Marsh (north of Skegness) to a new substation at Surfleet Marsh in South Lincolnshire.

A final decision was initially due by 10 October 2025, after the Planning Inspectorate completed its six-month examination of the DCO application in April 2025. The deadline was later extended to 10 February 2026 to allow time for additional information requests and consultations.

The project did not secure a Contracts for Difference contract in Allocation Round 7 (AR7) and will be eligible for AR8. The UK awarded 8.4 GW of offshore wind capacity in AR7 in January 2026 (KEI, 15/01/2026) and targets 43-50 GW of offshore wind capacity by 2030.
