Improving the National Energy Information Systems of African countries with AFREC

The AFRican Energy Commission (AFREC) aims to diagnose energy statistics processes across its 55 member states. Currently, few African nations regularly publish energy statistics and balances due to limited administrative capacity. Yet, these statistics are essential for energy policy design, management and assessment, for trend analysis, and modelling. 

AFREC, with African Union Member States and Enerdata, has worked to harmonise African energy data, creating the African Energy Information System (AEIS), a continental energy data hub containing raw data collected from member states and reflecting actual energy performance. To improve data accessibility and regional planning for informed decision-making, AFREC aimed to establish or enhance National Energy Information Systems (NEIS) that interface with the AEIS. This includes a technical capacity-building programme to address data collection and processing, as well as skills gaps.

In the current project, Enerdata, with IED, is conducting diagnostics of energy statistics processes in 15 African countries. Through stakeholder interviews and data reviews, we will analyse the countries’ institutional and legal environments, their current energy data processes (collection, processing, validation and dissemination) to identify their strengths and weaknesses. The diagnosis will assess institutions, resources, statistical processes as well as the resulting data and documentation. 

Based on these diagnostics of each country, a report will outline their current situation, challenges and action plan to establish their NEIS, aligning with International Recommendations for Energy Statistics (IRES). The report will conclude with a cross-cutting analysis of challenges and propose recommendations. 

New Energy Information System and website for AFREC, with relevant training

AFREC is a pan-African organisation that supports the continent's energy policies. As such, it wished to have a reliable and complete statistical system, in line with international energy accounting standards. To this end, Enerdata is working with AFREC to design, develop and maintain an EIS (energy information system) and to train African statisticians in national energy accounting as well as in data visualisation (dataviz) through customised dashboards (business intelligence).

Enerdata managed the redesign of AFREC's public website to post their publications, news and dashboards resulting from the visualisation tools developed, as well as data for each AFREC member country.

AfDB & Enerdata will improve African Energy Information System

Enerdata has recently won a new contract from the African Development Bank (AfDB) and the African Energy Commission aiming at improving the existing African Energy Information System (AEIS).

The main objectives of the project will be:

  • redesign the AFREC Energy Statistics database;
  • collect through surveys data on energy efficiency, prices and taxes and bioenergy;
  • develop data visualisation tools to consult energy statistics;
  • train AFREC staff and focal points on energy statistics and tools.

The project will start in January 2020 for 6 months.
