Enerdata maps clean technologies manufacturing capacities for the European Commission

The Industrial Accelerator Act (IAA) was officially adopted by the European Commission on 4 March. By introducing "Made in EU" and low-carbon requirements for public markets and support schemes, this legislation aims to support European production across strategic sectors, including clean technologies. This move comes as the industry faces increasingly fierce global competition, most notably from China.

To support the implementation of this legislation, the European Commission commissioned Enerdata to develop a reliable, centralised tool to track manufacturing capacities across the European Economic Area (EEA). Carried out in 2024 and 2025 with the support of our partner ICF, this major project documents over 1 000 active manufacturing sites across nine key value chains: electrolysers, fuel cells, batteries, solar thermal, photovoltaics, wind power, heat pumps, critical raw materials, and carbon capture.

For each site, our team aggregated and analysed strategic data, including the type of production, technologies covered, capacity, operational status, and commissioning dates.

This mapping project leveraged the expertise of our Clean Technologies unit and involved collaboration with several European trade associations. In doing so, it further strengthens Enerdata’s position as a leader in market intelligence for innovative and emerging technologies.
