The Philippine’s Department of Energy (DOE) has announced the start of construction on the 3.5 GW Terra Solar project, located across the provinces of Nueva Ecija and Bulacan, on the island of Luzon, northern Philippines. The US$4bn Terra Solar project will be developed in phases with a first phase of 2.5 GW and will also feature a 4.5 GWh battery energy storage system (BESS). Once operational, the project is expected to produce 5 TWh/year of electricity.
It is developed by Terra Solar, a subsidiary of Solar Philippines New Energy Corporation (SPNEC) with 60%, and Actis (40%). Earlier in November 2024, China Energy Engineering Group Co. (Energy China) had signed an engineering, procurement and construction (EPC) contract with Terra Solar Philippines for the development of the project. The project is backed by a 20-year, 850 MW (for 12-hours daily on average) power supply agreement (PSA) with Meralco.
At the end of 2023, the Philippines had a total installed capacity of 28 GW, of which solar represented 5.5% (1.6 GW).
