Switzerland publishes draft for Energy Strategy by 2050

The Federal Council of Switzerland has offered to consultation a first draft of measures as part of the Energy Strategy by 2050.

The Strategy aims to cut the average energy consumption per capita by 35% between 2000 and 2035 and to stabilise electricity consumption after 2020. Switzerland aims to replace nuclear power generation (to be phased out) and to reduce the share of fossil fuels. On the one hand, energy efficiency (future strengthening of building regulations, new cars and binding agreements with industry) will be developed. On the other hand, hydropower generation should be raised to 37.4 TWh and renewable electricity production to 11.94 TWh by 2035 (from less than 1 TWh). Administrative procedures should be streamlined to accelerate to boost the development of renewables; new tariffs will be adopted and decentralised facilities will be allowed to consume power and to inject the surplus. New CHP power plants - including CCGT power plants - could be necessary until the total coverage of power demand by renewables. Moreover, power grids will be upgraded and modernised, with the implementation of smart meters. In a further stage (2020-2050), the tax system and the constitution could be reformed to include the CO2 tax.
