France adopts its national low-carbon strategy

France has adopted its national low-carbon strategy, as part of the energy transition law, detailing measures to reduce greenhouse gas (GHG) emissions and to switch the economy to low-carbon. The government will publish three carbon budgets covering three periods: 2015-2018, 2019-2023 and 2024-2028.

France aims to reduce GHG emissions in the transport sector by 29% by 2028 and by at least 2/3 by 2050 compared to 2013 level; to that end, the country bets on improving the efficiency of vehicles (target for new cars to reach 2 l/100 km by 2030), electric vehicles, alternative transport modes.

In the building sector, the target is to reduce emissions by 54% by 2028 and by at least 87% by 2050, compared to 2013 level, by implementing 2012 regulations, renovating the whole building fleet in accordance with low-consumption norms by 2050 and by managing energy consumption (eco-conception, smart meters, etc.).

In the forest and agriculture sector, the target is to cut agricultural emissions by more than 12% by 2028 and by 50% by 2050, compared to 2013 level, by promoting production techniques adapted to climate change.

France also aims to reduce GHG emissions in the industrial sector by 24% by 2028 and by 75% by 2050, by investing in energy-efficiency services, promoting circular economy and reducing the use of highly-emitting energies. In the waste sector, the target is to cut emissions by 1/3 by 2028 by limiting food waste, preventing waste production and methane diffuse emissions in landfills and by promoting recycling.

Finally, in the energy sector, France aims to maintain emission levels to 2013 levels and reduce energy production-related emissions by 96% by 2050, compared to 1990 level. To that end, France will invest in renewable energies (and in increasing the energy system flexibility to better integrate renewables) and will seek to accelerate energy efficiency gains (factor 2).
