France adopts Energy Transition debate synthesis

After nine months of debates on the Energy Transition in France the final report was finally adopted without consensus. Medef, the largest association of employers, imposed to make some changes to the draft conclusion : it was renamed "work synthesis" and the fifteen "recommendations" to be adopted were renamed "stakes" to limit the political impact of the document. Moreover, the organisation refused any change in the French nuclear-based energy policy initiated in the 1970s and called for the development of shale gas.



The "synthesis" proposes a 50% reduction in final energy consumption by 2050, but highlights that companies consider this target as anti-competitive and suggest a lower target of 20%. It focuses on building renovation (target of up to 500,000 dwellings/year), on vehicle sharing and on a possible reduction in speed limitations to cut energy consumption from transports. The synthesis retains the target to cut the share of nuclear in the power mix from 75% to 50% by 2025, though this target was rejected by some stakeholders, and renewables are expected to account for 30% to 40% of the power mix by 2030. Socio-economic, environmental and climatic studies will be necessary to assess the development of shale gas; on this subject, the debate is still ongoing (with the Supreme Court).
